While people still utilize search engines to explore the internet, a lot of other people are taking advantage of RSS feeds or directories that give them access to a lot of information with minimum searching. People are relying less on search engines to find what they are looking for. A submit blog directory is a way of bringing your work to them. You could be maintaining a top of the line blog that is filled with interesting viewpoints, but if you are not being seen then you are not being read.
